This integration supports credit card payments, Apple Pay, and the Payment Request API using Stripe as the backend processor.

The Apple Pay code is not all CyberSource-specific. Extracting it allows it to be used with other payment processors.

We originally implemented a check to make sure that the learner had
granted consent for the course runs that were in the basket when
deciding if a given Enterprise Offer should be applied to the basket.
This prevents us from accurately displaying the discounted price on
the enterprise enrollment landing pages. This PR removes the data
sharing consent check. We will rely on the Enterprise onboarding
workflow to ensure that the learner has granted consent before they
are able to purchase the course seat at the discounted price.

This commit adds the business logic implementation of Enterprise
offers. An Enterprise offer consists of a custom Condition model
which checks that the user is linked to the specified EnterpriseCustomer,
the course run(s) exist in that EnterpriseCustomer's catalogs, and the
user has granted consent to share data for the course run(s).
