Remove NLTK_DATA environment var from ORA celery

Update the ORA2 deploy script to restart workers

Link course data to location where edxapp looks for code.

The codejail settings are also updated so that tmp files work.

This also allows the codejail process to be able to rm the sandbox users's
temp directory using sudo since it would not have permission otherwise.

The application looks for course code inta a directory named after the
course name so we are symlinking the course repo to that directory as
well.

Adding port 587 for SMTP to InboundSMTPPublicNetworkAclEntry and NATSecurityGroup

Initial commit, works for happy path.
