Fix sandbox pip runs with new requirements files

XQueue uses this previous config when connecting to NR from management
commands that are run outside of transactions.
It also needs the license key to ensure that the agent is connected.

improve build jenkins dockerfile

* Fix Dockerfile to copy the correct ansible overrides.
* Disable github oauth auth mechanism for this dockerfile only.
* Add the seed job creator script, so that users do not have to create
