Org to filter by is provided to the Course API list view using a querystring argument. Filtering ultimately occurs at the database layer. ECOM-2761.

There's a lot of useful things in PR #8271 that provide a framework
for the comprehensive theming system. If we need to remove the edx.org
theme from the codebase, we can leave most of PR #8271 in, to make it
easier to build on top of and get this feature back in.

do the ORG filtering as part of the mongo query. Also, don't trigger metadata inheritence calculations when just trying to load 'about' information, which is not tied into the course tree anyhow (i.e. no parent/child relationship)
