Also renaming the deploy_* plays to the play name

Without the `apt-get update`, the apt cache is out of date while attempting to install
rabbitmq. An older version from the Ubuntu repo is installed instead of the one from
the rabbit repository, which makes the role fail later on with:

These are some minimal changes to support 1.3, does not yet include role
dependencies.

* updates vagrant files for Vagrant 1.3.1 compatibility
* attempts to fix race condition where rabbitmq guest user addition was
  failing

Bug fixes, removed creates, which docs say works, but doesn't, add task to verify the owner and mode.  Add var for the managment port.
