In order for the better experience of the user there is a need to
add environment token for the id-verification faq page so that
it can easily be accessed in platform.

The code was fully cleanup up but reading these configs was removed in
https://github.com/edx/xqueue/pull/194

This reverts commit 4aab0091.

XQueue uses this previous config when connecting to NR from management
commands that are run outside of transactions.
It also needs the license key to ensure that the agent is connected.

This fixes a bug introduced in 6d5e7f30

* Also make sure /var/run/docker exists so that we can create docker.pid
  for /usr/bin/daemon to manage
