It's hard to know when a repo will get big enough that any given
truncation won't be long enough.

OPS-1593 As an operator, I want sudo_user converted to become user in roles and plays, for compatibility with Ansible 2.x

If a git version is specified as a branch, and the commit referred to is
already on the local working tree, but the branch is not, then the
checkout will fail.

This is because the Ansible 1.9.3 module would check to see if the
commit was already present, and if so, did not fetch. This meant the
branch wasn't defined in the local working tree.

This can happen if you make a branch but there aren't any changes on the
branch.

The instance gets tagged with the repo and hash that was deployed.

In order to support --check we need to ensure that registered
vars exist before checking their stdout. Otherwise ansible
errors out.

Make it easier to use a local pypi mirror in the roles listed above

Always write the supervisor files and link them as necessary.

Drop the configs in the supervisor available directory. Instead of having a
seperate cfg dir for each service.

Seperate devstack logic from disabling supervisor tasks. Add the new flag so
devstack continues to not startup supervisor. Use new supervisor_available_dir
everywhere.

Remove mongo logic from abbey and remove stage_release. This should completely
remove our tie ins to mongo.

Also removing monitor repos script which depended on stage_release. We can add
in similar logic when we're ready to automate building the AMIs on rc branch
creation.

`supervisorctl reload` not only reloads the configuration files, but
also restarts all services, which causes all services to be reloaded
several times, and causes errors when the playbook later attempts to
start the services after changes have been applied.
