This was the original intention of the replacement decorators, which would
incorrectly give 403s to users who aren't logged in. This is especially
confusing when @login_required doesn't send you to the login page.

Fixed issues involving combining multiple login decorators by removing _CheckLogin usage (and removed login_required, which isn't useful to have the 403 behavior with)

Replaced call to _CheckLogin.__call__ with a simpler reimplementation of the method, which fixes legitimate redirects being swallowed in controllers using the decorators.
