Restore direct modulestore

add edx-west/.gitignore for symlink to config repo

Not checking those symlinks in since they are symlinks to another repo,
but generally people will want these.  On my machine they look like
this:
    configuration-secure@ -> ../../../configuration-secure
    edx-secret@ -> ../../../configuration-secure

Just for the edx-west configuration files.

Handle cases where we need to refresh ruby-build due to new ruby version

initial working version, tested on ubuntu.

remove mongo server from requirements

Add more control over rabbit and worker instance types.

Be able to generate ssh config rules given a cloudformation stack name.

Feanil/provision vpc

In certain states, ruby is installed but the env is not setup so it is importart
to always run the environment update task and the rehash task.

The rbenv install task prompts if the version of ruby is already installed. This
freezes the build so skip it if the version directory already exists.

Also add two more useful plugins.
