Compress API results before caching them · ef606d6f

Some result sets may be larger than the default cache's 1 MB max item size. This change is a bandaid meant to allow us to resume use of memcached while we work on a longer-term fix.

Re-running a course now clones the OrganizationCourse and RestrictedCourse data from the old run to the new run. This will allow administrators to avoid the tedium of manually recreating this data.

This change fixes a bug where OAuth2 Provider Configs only show
up on logistration if the provider's `provider_slug` matches a
valid OAuth2 backend name.
