rename : auth/__init__.py => user/__init__.py
rename : auth/tests.py => user/tests.py
rename : auth/views.py => user/views.py

update logging to add pid to filename, so we don't have to worry about multiple processes trying to share the same log file

Update logging handlers to use WatchedFileHandler (TimedRotatingFileHandler has problems with multiple processes)
