This makes these files importable, and puts them into the new best guess
as to where files should live.

I was going to do something in the startup code, then changed my mind,
but didn't want to just discard these changes.

Move mitxmako initialization to a startup module, called by lms.startup and cms.startup for both management commands and when run via wsgi
