Fixing peer assessment for required grading of 1

Fixing a defect where the SQL query for getting a submission for peer assessment fails when the required number of assessments is set to 1. Updated a simple test to validate this as well.

Add in all the UI Workflow Hooks to have the correct front end behavior

Validate assessments are specified in the order: peer, then self.
Update XBlock date fields to use scope.settings and be named "start" / "due"
