Compilation at app start will ensure we don't crash during a user request due to a malformed regex. The view has been updated to return a simple boolean.

Fix for Translation Commands in Makefile · 0b980ab4

The django-admin.py included with Django 1.7.1 requires DJANGO_SETTINGS_MODULE to be set. Also, making commands more verbose in the event an error occurs.
