Move target descriptions inline and add targets for running Travis builds to a separate, included Makefile.

We run Docker containers on Travis, including one for MySQL. However, we haven't actually be using it! These changes update the test settings required to make the switch from SQLite to MySQL, fix a variety of bugs in tests that were hidden by SQLite, and introduce new Make targets which make it easy to run tests locally in the same way that Travis runs them.

Changed the marketing_url property to use the slug from the program_type object instead of the name of
the program_type.  Added a unittest to verify that the URL generated by the marketing_url property
not only has the elements we're expecting but that it is a valid URL in general.
