The catalog index is small in terms of number of documents and data
size. There is no reason to prematurely shard the index. In addition,
sharding seems to be affecting our ability to properly score search
results with such a small data set causing inconsistent results when
performing queries which match many documents in the index.

Reward course runs with enrollable, paid seats. Penalize those without them. Slightly increase boost given to MicroMasters and Professional Certificate programs. Tweak self-paced and enrollable boosts to match. Taken together, this modified boost configuration yields search results which tend to promote course runs with enrollable, paid seats above those without them.

The durations of the 25 slowest tests will now be printed. This should
aid identifying long-running tests.

We waste two minutes every build installing requirements we don't actually use (since tests are run in the Docker container). This change instructs Travis *not* to install requirements.txt.
