Update common to pull down the non-ppa python on 16.04

We include configuration from multiple sources, and we wanted a way
to ensure that a list of variables (canaries) have been defined
in our various configuration override repos and then -e@'ed in.

Right now the PPA is only serving newer versions of python2 than Ubuntu
PPAs are providing for trusty and precise. Since the version provided
for xenial is new enough, there's no reason to use a custom PPA, and
this saves us from having to support more unnecessary Ubuntu releases in
our PPA.

role, so common can be run anywhere including places
where sshd is not running, e.g., Docker containers.

We used to need to install python-pycurl so that the
apt_repository module would work correctly but the code
of that module has changed. It uses the apt python api
instead and installs it automatically if it is not available.
