This will give us the ability to run packer builds (which will
actually register an AMI) for the strict purpose of testing
the packer buildout itself. Currently, we only build an AMI
as-needed, and when we want to test the buildout, we must manually
delete the registered AMI if the build is successful. The ability
to tag according to testing or real-use will also allow us to
automatically deregister AMIs that were only being used for test
purposes, rather than actual Jenkins builds.

Similar to the core ansible/abbey change made in
https://github.com/edx/configuration/commit/06153b69cf39e955b1c834f580cb96c000c70f4e

The base requirements now use an updated verison of ansible (1.9), so we
do not need to have this install step.

Selectively copy playbook dirs to avoid broken links
Install git in packer script so that the edx ansible fork can be installed via requirements.txt

The test_build_server role was failing on acceptance tests because of unicode
static assets being gathered in collectstatic for django. This was because of
this issue https://github.com/ansible/ansible/issues/6655, which has been
resolved in recent ansible versions. We must override the version that is
being used by this repo, and upgrade ansible at provisioning time for
running the test_build_server role.

Also disables lettuce verification on test_build_server role.
