Fix 'install python extra requirements' task.

Apply mirrored queue policy to all rabbitmq vhosts

if/else blocks that emit content that includes the `=` sign are no longer
supported in recent versions of ansible.

Trying to run the task under ansible 1.9 results in this error:

     variable inserted a new parameter into the module args.
     Be sure to quote variables if they contain equal signs (for example: "{{var}}").

Replace the {% if %} block with the new default(omit) filter/keyword.

Since the cookie's domain is *.edx.org use different names to help with
testing in stage/prod/edge.

Because admin_jenkins runs various management commands locally, it needs to be able to run the edxapp locally.  This means that it needs to be able to install the system requirements needed by the edxapp so that pip install to local venvs work correctly.
