The test was written when I thought I could limit many small files. I've
changed it back to assert that the many files were prevented, but since
we don't prevent them yet, I've skipped the test.

This creates a tmp directory in the sandbox directory, and points
TMPDIR at it.  Allows writing files to that directory.

Return log warning to debug level.

Edx-platform will be using not_safe_exec in some cases, and we don't
want to log a warning in those cases, so only log when it's an aliased
fallback, not when the function is called directly.

character comes through, we just need to ensure that no exception is
thrown.

We can change AppArmor to not grant access to all of /tmp, and virtualenvs don't need the system Python libraries.
