Log into the LMS shell, source the ``edxapp`` virtualenv, and run the
``makemigrations`` command with the ``devstack_docker`` settings:

source /edx/app/edxapp/edxapp_env
cd /edx/app/edxapp/edx-platform
./manage.py <lms/cms> makemigrations <appname> --settings=devstack_docker
Also, make sure you are aware of the `Django Migration Don'ts`_ as the
edx-platform is deployed using the red-black method.
