This happens before common unfortunately so we can't rely on much
to exist.  Even pip is not installed till common.

The headers were pointing to the old github wiki. Since we've officially
moved to Confluence, these links should be updated.

This breaks running the user role on a fresh vagrant box where common has not already been run. This
change should fix that.

This will allow us to keep a list of users that are allowed explicitly not allowed to access systems.
