This avoids a class of confusing problems where a user might be given
access to two DBs and then when starting the app, fail because they can
only access one DB.

Otherwise the command fails if the password includes special shell
characters such as '&' or '<'

The older chrome repositories have been taken down; however, we
use a saved copy of the debian package. After installing that package,
ensure it is not referenced by the target machine after Chrome
is installed.

RABBITMQ_CLUSTERED was removed and rabbitmq_clustered_hosts was renamed.

It pulls the setting into the comment above it if you do that.

This method relied on the `hostvars` variable provided by ansible to always
be all the nodes in the rabbitmq cluster.  The hostvars var broke as a result
of the upgrade to ansible 1.9 but also even if it did work, this method
required that you always run rabbit plays on the whole cluster.  This is not
reasonable as it makes it very hard to heal a single node that may have fallen
over.

From here on, the RABBITMQ_CLUSTERED_HOSTS var should be used instead to
specify the rabbit hosts that are part of a cluster.

Instead, turn it on for the databases where it makes sense.

pre_supervisor expects to run the migrate tests as the supervisor user,
which does not have sudo.  Add an env variable flag that allows you to
claim "I know what I'm doing, don't sudo".

migrate-edxapp-lms is templated to know if a given image points to 1, 2
or even 3 databases.  We don't have that knowledge in pre_supervisor
without parsing lms.auth.json for DATABASES and adding a bunch of
special-case logic.

This dates from when our code was if lms/cms, else xque, else
new_service.  Now that lms/cms are lumped into new_services, name it
services.

This allows us to run `edxapp-migrate-lms --list` for migration checking

When we have multiple DBs, this will do the right thing.

This setting is used when requesting data from the LMS Organizations API.

Django 1.8 removed the syncdb command so we can no longer run it, don't
imply that we are running it in documentation/messages, also don't
provide the scripts used on devstack/sandboxes to run it since they'll
never work anyway.

Additionally - remove yet another openid workaround which is unnecesary
since the Django 1.8 upgrade.

While fixing a downgrade from 3 -> 2 on tools, ensure this role uses the
same version the mongo_3 play uses.
