We keep the compiled translation files in git already and have an automated job that compiles them regularly, so there's no need to keep this step that seems to be causing the insights AMI building to fail.

We added a bower post-install task that pre-compiles the edX pattern library in
insights. This requires the executable sassc which is installed in
python-libsass. It was already being installed in a previous ansible task
(install application requirements), but we weren't sourcing the python
virtualenv where it was installed for the bower install task.

The headers were pointing to the old github wiki. Since we've officially
moved to Confluence, these links should be updated.

Otherwise the command fails if the password includes special shell
characters such as '&' or '<'

Using a prebuilt node package decreases the time to create a nodeenv from minutes to a couple seconds.
