Automate required vagrant plugin installation for any number of plugins.

Moved logic to check if plugin installation check
is necessary into vagrantplugins.rb.

Mention the internal repos

Replace `DATABASE_OPTIONS` setting

Both the automated version and non-automated version were
giving their respective plugin installation messages even
when just typing `vagrant`.

Also adjusted style on function calls.

`DATABASE_OPTIONS` was deprecated in Django 1.2 and removed in 1.4.
`OPTIONS` should now be passed as part of `DATABASES`.

Add link to testing checklist to PR template.
