Without this, sandbox builds fail when edx-platform updates because the
virtualenv contains distribute and we try to install setuptools.

In all other roles, tagging is not done implicitly on EC2 instances, it is done when the tagging flag is set to true.  The service role should follow the same pattern.

This caused a problem on an open source deployment here: https://groups.google.com/forum/#!msg/openedx-ops/GTaZi6tAVOM/CCF_OSpxbsEJ

.rbenv is a git repo don't change permissions. · 5ec828e5

Permissions were changed widely so that on devstack forum user
can do gem and bundle install of ruby gems.  Modifying the .rbenv
directory is not ncessary to do this and the www-data user has
sufficient permssion to use the rbenv without modifying the rbenv
repo.
