Factor out xqueue vars into own vars file, plus minor changes

nginx configuration for long site names

Set carnegie local relative to carnegie secure, so we have to get the
prefixes right once only.

Update to use the new commit variable.

collectstatic cleanup

rake gather_assets replaces collectstatic
so all references and logic to handle both
are removed

removes collect_static.yml since now there are
only two tasks for rake gather_assets.

support ansible 1.3

These are some minimal changes to support 1.3, does not yet include role
dependencies.

sandbox-ora: Include xqueue & ORA on the `edx_sandbox` playbook
